Yes, you can sign up a web hosting account without a domain name, and use the temp url provided by us to test your site, and bind your domain name after testing.
If you don't have any domain yet, you can register one from us, and bind it to your hosting account, the domain will resolve to our server directly.
If you already own a domain, you can bind it to your hosting account with us,and
initiate the name server update
so your domain name will resolve to our servers.
